This is not what democracy looks like, to revise the chant embraced by Occupy Wall Street. After a popular movement rose up against the proposed Keystone XL project–over a thousand people were arrested at one protest outside the White House, and 12,000 people joined hands around it at another-president Barack Obama announced that he would delay the tar sands pipeline until another environmental review was carried out.

That makes sense. People demonstrate vocal opposition to a measure, politicians respond. Cause and effect. It is, if I might be so bold, how democracy is supposed to work. So why is the tar sands pipeline back in the game? Why are Republicans suddenly fighting to get a measure approving the Keystone XL tacked onto an otherwise bipartisan payroll tax cut bill? One main reason: The oil industry wanted them to.

Sierra Club Releases Spanish-Language TV Ad Criticizing Smog Protections Delay

Washington, D.C. — Today the Sierra Club released a Spanish-language television ad rejecting President Obama’s decision to delay long overdue, life-saving protections from smog, an acidic air pollutant that contributes to bad air quality days, asthma attacks and severe respiratory illnesses.

The Spanish-language ad will be broadcast with high saturation in the Reno, Nevada market by Univision and Telemundo stations over the next four weeks to remind the Latino community of how the smog protection delay will threaten their health and their families. The ad will also run in limited rotation in Las Vegas.

“Almost half of Latinos – more than any other constituency in America – live in the areas of the country where the very act of breathing can be dangerous to your health,” said Michael Brune, Executive Director of the Sierra Club.  “Asthma is already considered an epidemic among kids of Mexican and Puerto Rican descent, and exposure to smog, a known trigger of asthma attacks, affects these children with particular intensity.”

“With this ad, we are speaking to some of the families most affected by pollution – Latinos and other communities of color, women and mothers – the folks who need our President to speak up and stand up for them,” said Brune.

The updated Environmental Protection Agency smog protection that President Obama decided to delay would have prevented as many as 12,000 premature deaths and 58,000 asthma attacks each year.  The measure would have saved the country $100 billion in health costs annually.

National polls conducted in recent years have confirmed that Latinos are deeply concerned about environmental and energy issues. The Sierra Club’s first-ever National Survey of Hispanics and the Environment in 2008 found that 83 percent of Latinos believe the environment has an effect on the quality of life of their families.

When asked what environmental issue concerned them the most, more than half answered air and water pollution.

USDA moves to let Monsanto perform its own environmental impact studies on GMOs

“Last August, Federal Judge Jeffrey White issued a stinging rebuke to the USDA for its process on approving new genetically modified seeds. He ruled that the agency’s practice of “deregulating” novel seed varieties without first performing an environmental impact study violated the National Environmental Policy Act.

How has the Obama USDA responded to Judge White’s rebuke? By repeatedly defying it, most recently in February, when the agency moved to allow farmers to plant the engineered seeds even though the impact study has yet to be completed. Its rationale for violating the court order will raise an eyebrow of anyone who read Gary Taubes’ recent New York Times Magazine piece teasing out the health hazards of the American sweet tooth: the USDA feared that the GMO sugar beet ban would cause sweetener prices to rise. Thus the USDA places the food industry’s right to cheap sweetener for its junk food over the dictates of a federal court.

In early April, the USDA made what I’m reading as a second response to Judge White, this one even more craven. To satisfy the legal system’s pesky demand for environmental impact studies of novel GMO crops, the USDA has settled upon a brilliant solution: let the GMO industry conduct its own environmental impact studies, or pay other researchers to. The USDA announced the program in the Federal Register for April 7, 2011 [PDF].”

New arts-based after-school program speaks directly to President Obama’s educational goals around building 21st-century skills

San Francisco, California­––Mission Graduates is pleased to announce a collaboration with Matt Jervis, creator of the innovative new educational program MacGyverClass. Designed to help kids lead, build confidence and exercise 21st century problem-solving skills,MacGyverClass is a creative curriculum that responds to multiple learning styles and encourages joyful learning through dynamic after-school sessions. MacGyverClass pushed children to devise creative solutions to whimsical challenges using recycled and other “cast-off” materials. Challenged, for example, to build “sneakers that you can use for time travel” using egg cartons, duct tape, bottle caps and VHS tape, students respond with finished products that are often beautiful sculptural pieces.

Jeff Feinman, Executive Director of Mission Graduates, observed Matt’s MacGyverClass in its infancy at various Berkeley schools and sought to integrate the project with his own after-school service menu.  Says Feinman, “I was looking to inspire a deep love of learning and to create opportunities for kids to flex problem-solving “muscles” that aren’t always nurtured in traditional, one-size-fits-all school-day classrooms.” One hundred students have registered for MacGyverClass over the past four years and Feinman sees significant growth on the horizon. Because the program aligns strongly with the SFUSD’s new strategic plan, which puts a heavy emphasis on “21st century skills” and “joyful learning,” MacGyverClass was a natural fit for his organization.

Mission Graduates is a nonprofit organization that increases the number of K-12 students in San Francisco’s Mission District who are prepared for and complete a college education.  Through a wide range of in-school and after-school programs, Mission Graduates seeks to transform the culture of the community to one in which college is an everyday expectation. In addition to adding MacGyverClass to their program menu, Mission Graduates is committed to identifying other distribution channels for MacGyverClass, replicating the project using a “train the trainer” model at multiple after-school sites throughout San Francisco.

President Obama’s Plan to Win the Future by Making American Businesses More Energy Efficient through the “Better Buildings Initiative”

Washington, D.C. – February 2, 2011 In his State of the Union, President Obama laid out his vision for winning the future by investing in innovative clean energy technologies and doubling the share of electricity from clean energy sources by 2035. Alongside that effort, the President is proposing new efforts to improve energy efficiency in commercial buildings across the country. Last year, commercial buildings consumed roughly 20 percent of all energy in the U.S. economy. Improving energy efficiency in our buildings can create jobs, save money, reduce our dependence on foreign oil, and make our air cleaner. The President’s Better Buildings Initiative will make commercial buildings 20 percent more energy efficient over the next decade by catalyzing private sector investment through a series of incentives to upgrade offices, stores, schools and other municipal buildings, universities, hospitals, and other commercial buildings. This initiative builds on our investments through the American Recovery and Reinvestment Act (ARRA), and our continued commitment to passing the President’s proposed “HOMESTAR” legislation to encourage American families to make energy saving upgrades in their homes.

  • Achieve a 20 percent improvement in energy efficiency by 2020: Under the President’s plan, by 2020, we will make commercial building space in the United States 20 percent more energy efficient through cost-effective upgrades.
  • Reduce companies’ and business owners’ energy bills by about $40 billion per year: By making buildings more energy efficient we will save business owners money by reducing their energy bills by about $40 billion at today’s prices. That money that can be put to better use hiring more workers, inventing new products, and creating shareholder value.
  • Save energy by reforming outdated incentives and challenging the private sector to act: The President is calling for an aggressive reform of existing tax and other incentives for commercial building retrofits and proposing a new competitive grant program. In turn, he is asking corporate leaders to commit to making progress toward his energy goals.

The President’s Plan for Better Buildings
The President’s Budget will propose to make American businesses more energy efficient through a series of new initiatives:

  • New tax incentives for building efficiency: The President is calling on Congress to redesign the current tax deduction for commercial building upgrades, transforming the current deduction to a credit that is more generous and that will encourage building owners and real estate investment trusts (REITs) to retrofit their properties. These changes could result in a ten-fold increase in commercial retrofit take up, leveraging job- creating investments.
  • More financing opportunities for commercial retrofits: Access to financing is an important barrier to increased retrofit investment in some market segments. To address these gaps, the Small Business Administration is working to encourage existing lenders to take advantage of recently increased loan size limits to promote new energy efficiency retrofit loans for small businesses. The President’s Budget will also propose a new pilot program through the Department of Energy to guarantee loans for energy efficiency upgrades at hospitals, schools and other commercial buildings.
  • “Race to Green” for state and municipal governments that streamline regulations and attract private investment for retrofit projects: Much of the authority to alter codes, regulations, and performance standards relating to commercial energy efficiency lies in the jurisdiction of states and localities. The President’s Budget will propose new competitive grants to states and/or local governments that streamline standards, encouraging upgrades and attracting private sector investment.
  • The Better Buildings Challenge: The President is challenging CEOs and University Presidents to make their organizations leaders in saving energy, which will save them money and improve productivity. Partners will commit to a series of actions to make their facilities more efficient. They will in turn become eligible for benefits including public recognition, technical assistance, and best-practices sharing through a network of peers.
  • Training the next generation of commercial building technology workers: Using existing authorities, the Administration is currently working to implement a number of reforms, including improving transparency around energy efficiency performance, launching a Building Construction Technology Extension Partnership modeled on the successful Manufacturing Extension Partnership at Commerce, and providing more workforce training in areas such as energy auditing and building operations.

Building on Progress

The Better Buildings Initiative will complement the initiatives the President has already launched for government and residential buildings, including the $20 billion in funding for building energy efficiency in ARRA:

  • Through ARRA investments in programs like the Weatherization Assistance Program, Better Buildings, and the Energy Efficiency and Conservation Block Grant, we will retrofit 600,000 residential homes.
  • In last year’s State of the Union, the President called on Congress to pass a package of incentives to encourage Americans to make their homes more energy efficient. We remain committed to the passage of the “HOMESTAR” program.
  • The Penn State-led Greater Philadelphia Innovation Cluster is the winner of the federal Energy-Regional Innovation Cluster (E-RIC) competition. The E-RIC competition is a ground-breaking $129.7 million multi-agency grant program that delivers coordinated, targeted grants to spark the growth of innovative, energy-efficient building systems and technologies. This effort involves extensive collaboration across agencies, including Commerce and the Small Business Administration.
  • ARRA provided GSA $5.5 billion to improve the energy performance of existing buildings and to start building a new generation of energy efficient buildings.
  • The President signed an Executive Order directing federal agencies to achieve zero net energy by 2030 and employ high-performance and sustainable design principles for all new construction and alterations. At least 15 percent of existing buildings need to meet these guiding principles by FY 2015.

Obama Administration Announces Plans to Install New Solar Panels on the White House Residence

Washington D.C. – October 5, 2010 U.S. Energy Secretary Steven Chu and Council of Environmental Quality (CEQ) Chair Nancy Sutley today announced plans to install solar panels and a solar hot water heater on the roof of the White House Residence. These two solar installations will be part of a Department of Energy demonstration project showing that American solar technologies are available, reliable, and ready for installation in homes throughout the country. Secretary Chu and Chair Sutley made the announcement during CEQ’s 2010 GreenGov Symposium, which is bringing together leaders from Federal, state and local governments, nonprofit and academic communities and the private sector to identify opportunities around greening the Federal Government.

“This project reflects President Obama’s strong commitment to U.S. leadership in solar energy and the jobs it will create here at home,” said Secretary Chu.  “Deploying solar energy technologies across the country will help America lead the global economy for years to come.”

“President Obama has said the Federal Government has to lead by example in creating opportunity and jobs in clean energy,” said Nancy Sutley, Chair of the White House Council on Environmental Quality. “By installing solar panels on arguably the most famous house in the country, his residence, the President is underscoring that commitment to lead and the promise and importance of renewable energy in the United States.”

The PV system will convert sunlight directly to electricity. The solar hot water heater will have a solar collector facing the sun that will heat water for use in the White House Residence.  The Department of Energy will now begin a competitive procurement process to select the company responsible for the installations.

By installing solar panels on their homes, consumers are able to effectively lock in the price of electricity they will pay in the years ahead, acting as an insulator against future rises in electricity prices since the systems installed in homes today are expected to last approximately thirty years. Financial incentives are also available to offset the initial costs of installing solar energy systems, including a 30 percent federal tax credit and additional state, local, and utility incentive programs to encourage the deployment of renewable energy.  The Database of State Incentives for Renewables & Efficiency has additional information about state, local and utility rebates for solar generation throughout the country.

The deployment of solar energy and other renewable energy sources will help expand U.S. clean energy manufacturing and create new jobs for American workers. As a result of investments under the Recovery Act, the solar energy industry is growing and solar resources can now be seen in communities nationwide.  In the coming years, continued investments in innovation and cutting-edge solar technologies will help make solar energy cost-competitive with conventional electricity sources all across the country.

This announcement is made on the one-year anniversary of President Obama’s Executive Order 13514 on Leadership in Environmental, Energy, and Economic Performance, which called on the Federal Government to lead by example towards a clean energy economy and reduce, measure and report direct and indirect greenhouse gas pollution. In support of this goal, the Department of Energy also released “Procuring Solar Energy: A Guide for Federal Facility Decision Makers” to support the use of solar energy throughout the Federal Government.  Read the full guide (pdf – 6.6 MB).
